Three Publicis Groupe Ukraine Creative Agencies Named Among Forbes Ukraine’s Most Awarded Agencies
Saatchi & Saatchi Ukraine topped the ranking, Leo Burnett Ukraine entered the top five, while Publicis Ukraine ranked 14th.
Forbes Ukraine has published its ranking of the 20 Most Awarded Advertising and Communications Agencies in Ukraine for the 2025–2026 season. The ranking includes creative, marketing, digital, and communications agencies that received professional recognition at leading festivals in Ukraine and around the world.
Three creative agencies from Publicis Groupe Ukraine made the ranking: Saatchi & Saatchi Ukraine, Leo Burnett Ukraine, and Publicis Ukraine.
Saatchi & Saatchi Ukraine — #1
Saatchi & Saatchi Ukraine topped the ranking with 306 points. The agency’s score increased by 11% compared with the previous season, from 275 to 306 points. Saatchi & Saatchi was the only agency in the ranking to surpass the 300-point mark.
The result reflects the agency’s strong presence at creative festivals and recognition of its work both locally and internationally.
Leo Burnett Ukraine — #4
Leo Burnett Ukraine ranked fourth with 136 points.
This represents a significant jump in the ranking: last season, the agency scored 64 points and ranked 10th. Its score therefore more than doubled, making Leo Burnett the fastest-growing agency among the top five.
Publicis Ukraine — #14
Publicis Ukraine ranked 14th with 36 points.
How the ranking was compiled
Forbes Ukraine analyzed agency results from June 2025 to June 2026. The ranking included results from 10 festivals: Global Effie, Cannes Lions, D&AD, The One Show, Effie Awards Europe, Golden Drum, KIAF, ADCE Awards, Effie Awards Ukraine, and ADC*UA Awards. Together, they represent different levels of competition, from the Ukrainian market to the global stage.
The ranking was calculated using the FORCE (Framework for Objective Rating of Creative Effectiveness) methodology developed within ADC*UA.
The festivals included in the ranking were selected using the TUFI (The Ultimate Festival Index), which takes into account entry fees, participant geography, and the chances of winning an award. Based on these same factors, a separate coefficient was calculated for each festival.
Awards and shortlists were converted into a unified points system based on the level of recognition at each festival. A Shortlist was worth 1 point, Bronze — 3, Silver — 5, Gold — 7, Best of Contest — 10, and Grand Prix — 15 points. The resulting scores were then multiplied by the respective festival coefficient.
Forbes emphasizes that the ranking does not determine the best agency for a particular business. Instead, it evaluates one specific measure: professional recognition at advertising festivals in Ukraine and around the world.
